The Governorship of Istanbul (ISTANBUL VALILIGI) is the highest administrative authority in the city with a number of approximately 300 civil servants and provides services in various social fields. They have great experience in national and international projects, giving priority to initiatives addressing disadvantaged groups such as young unemployed individuals or people with migrant backgrounds or physical/mental disabilities.

Yildiz Technical University is one of the seven public universities situated in İstanbul and is regarded as one of the best universities in the country. The company has over 10 years of experience in managing and participating in EU funded projects, having worked in projects in the field of educational technology, health and industry, addressing diverse target groups, and building different domains and platforms.
VIRTUAL CAMPUS (VC)
Istanbul Provincial Directorate of National Education is the coordinator of the DTS project. They are a public body that is responsible for administrative affairs of formal and non-formal education including primary, secondary, vocational and technical education, special education, school counseling services and lifelong learning, andmanagement issues covering all forms of education, and runs all of the educational activities in the city. Its centers are responsible for the implementation and follow-up of official procedures for the identification, diagnosis and direction of disadvantaged students, including students with special educational needs. The Directorate is also responsible for all educational activities of 39 educational authorities in 39 districts of Istanbul and educational institutions in their districts.
